Are you talking about the "Contort/Escape" force power garhkal?

I believe he is.

It appears there as a "New Power" but actually it could only have been "new" with respect to 2E. The power first appeared in the 1E rule book (p. 72).

To the OP:

This is a tricky one. I would be inclined to rule that escaping from binders (of any kind) would be a specialization of the security skill (this would be for simplicity's sake, primarily). I would rule this for several reasons:

(1) you're trying to defeat a security system.

(2) The creation of a new skill specifically to escape binders seems okay, but too narrowly focused to justify the CP commitment (difficulties would start quite high for even the simplest restraint system).

(3) You're not actually dislocating joints or appendages or doing anything special, other than using the characteristics of the binders against themselves (i.e. they are "loose" enough to wriggle/squeeze/slip out of).

On the other hand, if contortion/dislocation were necessary, I'd actually use strength (not dex) and I would use the difficulties listed in the contort/escape force power with the caveat that if the player rolls below a certain number (subject to discussion and play testing), he may succeed in escaping, but he has also injured himself in the process. I would use the base strength stat, reasoning that if the character REALLY wants to get free, he'd be willing to spend some CPs to do so.

If I wanted to create a character based on Houdini, I'd definitely just create a skill (possibly an advanced skill) and I might even call it "contort/escape."
