I like Hideouts & Strongholds. It's got a lot of locations that a GM can just plug-and-play into a planet in their campaign however they see fit. But the underwater food plant is probably one of the least interesting ones there. It talks about subs, but no subs stats are provided. It does have some aquatic torpedo stats (missile weapons) though.
I probably will use that underwater processing plant someday though. I never cared for the single-terrain planets. Earth (with over 70% of her surface being water) is technically a waterworld, so life-supporting planets in my game tend to have large oceans. I'm sure I'll find a use for it.
