This is a bit of a tangeant, but I would assert that if you don't havve the appropriate skill to escape, you'd use strength instead of dex since strength covers all the athletic skills (including acrobatics) and is more representative of the character's physical conditioning. D6 Star Wars seems to reserve Dex for issues relating to hand-eye coordination, rather than flexibility and agility.
Anyway... just my two cents. I can see it being Dex by the dictionary definition of the word, though. |

It might be that having the hands restrained in front impedes balance but I just don’t see it as being worth a -2D in a largely cinematic game/environment like Star Wars.
Cuffed behind I’d go with a -2D but if you really wanted to restrain someone I’d go with leg restraints as well. |
After a longer consideration, I find myself (almost) completely agreeing with you.
