The short version - the Boom Gun is a special gun that did massive amounts of damage from a single shot, but could only fire 1 shot at a time. Palladiums Burst rules used damage multipliers (x5, x10, and x20 if I remember). for a regular gun that did anywhere from 1D4 to 3D6 this made the damage much more devastating except to exceptionally tough targets...but if used with the Boom Gun it resulted in a damage of 3D6x50 to 3D6x200 - well beyond what anything in the game at that time could survive on a poor damage roll. Basicly a rule that ignored or misread results in a game-breaking result. Palladium's system is actually much more complex (with different damage classes, and all the different points you have to whittle away before killing something, and all the already broken rules - it was not uncommon for targets to be able to soak anywhere from 50 to 400 points normally, with weapons doing pitiful damage unless nuclear or alien tech).

Not really. Just lots of numbes and number crunching, but not quite like anime style. Had more similarities to D&D and D20. Haven't played it since the 90's though so no idea what it's like now.
