It sounds like a very cinematic solution. I would only allow the heroes to use this against NPCs. NPC versus NPC.... I don't know.

Since I'm swiping from the Bond RPG, I'd probably do it the same way that game did, and let both sides use it defensively. So PCs can't take down Tarkin or Vader with a cheap shot.

Minor NPCs wouldn't have any CPs to spend,or at least not too many, and would get hit. Thus we end up with scenes like in the films where somebody gets ambushed and the "named" characters are unscathed while the "extras" drop all around them.

Plays can't get too cocky though, or they will eat up too many CPs, and pay for it later when it comes time to improve skills.

True, they could burn through them.. But that also depends on how often and how many CP are awarded.

Of course. Makes sense that the GM could use this rule to save a recurring villain for next time.

Yup. You can't spend what you don't have. Unless you are in business or government.

Only if it was during their heroic sacrifice to get out of the hole the asteroid was making, so they could flip the switch on the nuke 8)
