Should I include the letter at the beginning or the end?

Waaaait... there are only 18 pages here. The table of contents lists 32. Is there a part 2 coming?

Well it sucks that they are bogged down with stuff, having 20 pages so far is great, but omg those other pages are needed. my collection would then be truly complete.
