Here is a link to the Wookieepedia page. They seem to be an all-female sect of the Light Side of the Force which is skilled in the use of illusion, not unlike the Nightsisters of Dathomir.

The information about Fallanassi and their powers can be found in Cracken's Threat Dossier Pg 57-58 though there isn't exactly a lot of it.
The rest of the Black Fleet Crisis stuff is in this book too, as are the RPG stuff for The Corellian Trilogy and The Courtship of Princess Leia.
