I think it probably is harder for the gunner. The pilot knows what direction the ship is going to jerk towards, while he gunner is probably as surprised as the enemy.

Not that it is actually combat or anything, but years ago there used to be a arcade game where there was a pilot and a gunner for each ship. Most of us found it harder being the gunner, despite the fact that the gunner didn't have to worry about flying the ship. What often happened was that just as the gunner got a target in his sites the pilot would do some fancy maneuvering and pull the gunner's shots off target.

But, one of my friends was an uncanny gunner. For some wied reason he was able to adapt and shoot well, despite the pilot jerking the ship aroiund. In fact, he was the only gunner who could routinely rack up more points that the pilot.

In the RPG, though, I think the higher difficulty from the pilots actions would work out okay, though. Yeah, the gunner might have an edge due to lower MAPs, but then out gunners tend to shoot more that the pilot, so it evens out.

I think this is why most modern FPS games that have gunners seats automatically stabilize the gun relative to the universe as opposed to the vehicle. It's indeterminate, but this could be a function of Fire Control on turrets and swivel guns.
