I think that makes a fair amount of sense... "Fluency" means you get to avoid some of the drawbacks of the equipment that less skilled people have to suffer through.

Ignore it, most likely. For the purposes of the above usage, a character who specializes in a specific weapon that has a Familiarity option will increase their skill level more quickly, and thus increase their chances of meeting the requirements more quickly.
