Tatooine and Geonosis and Death Star Security Arrangements

So, construction of the Death Star began around Geonosis under heavy security even though right next door was a planet owned and controlled by the Hutts, Tatooine. So how did the Empire maintain the secrecy of a moon sized battle station being constructed right next to world full of criminals run by a vile gangster?

Answer: The Empire didn't maintain secrecy, the Hutts did.

Emperor Palpitine, fully aware of the nature of Tatooine from conversations with Anakin Skywalker/Darth Vader, realized that Tatooine would be a major security problem. If the Emperor decided to kill everyone on the planet to maintain secrecy, the very act of doing so would indicate that something was going on in the area. So through intermediaries, the Emperor made a deal with Jabba the Hutt. As long as Jabba alerted the Empire to individuals trying to reveal information on the Death Star, then the Empire agreed to look the other way when Jabba's part of the Hutt Clans engaged in criminal activities. The Emperor had their extra layer of security and Jabba had free reign to run his criminal empire.

Geonosis itself would have all known hyperspace routes in to the system blocked by asteroids to drag ships out of hyperspace (and a fighter squadron based on each asteroid with a frigate and corvette pair in orbit for patrol).

This idea just came to me while I was bored at work. What do ya'll think?

Interesting idea.. Has some merit too.
