The wrist spring loader is a footnote on one specific weapon from Galladnium's Fantastic Tech. Look at the Czerka Adjudicator, page 73, bottom of the left column.

It's also in Gry's weapons Compilation page 65.

Wow! There's a whole page on it! Nice!!! 8)

Edit: Just read it over, and it does't really address the speed/initiative of such an action in relation to other characters (that might be taking actions in that same round).

In other words, if someone with a low Perception moves last in the turn, what good is quickdraw at that point?

Its kind of a moot point, as you cannot really DO something with the hold-out except annoy your opponent... Laughing

Unless you use the optional damage rules, so that a character with a high Blaster skill can boost their damage by making a precision shot.

Even without using any optional rules, some adversaries can't handle even a regular hit from some of the weaker weapons. If their Strength is only 2D, say...

True.. using the rule of average, a hold out (base level) does a wound (5.5 over soak)..
